On unnumbered interfaces, ARP fails because there is no attached route.
Allow replies to peer-to-peer addresses on unnumbered interfaces:
eg. 192.0.2.1/32 <-> 192.0.2.2/32

When manually adding neighbor entries for proxy-arp, those will be
fib-adj entries. Check for proxy-arp instead of dropping immediately.

When we follow arp feature arc for proxy-arp, we should still update
the error reason in case proxy-arp cannot handle the arp request and
drops it.

When removing an interface we must reset all per-interface per-feature
arc data to ensure we do not get wrong feature arc config data when the
sw_if_index is recycled.
