947ea6222d IGMP improvements 
- Enable/Disable an interface for IGMP
- improve logging
- refactor common code
- no orphaned timers
- IGMP state changes in main thread only
- Large groups split over multiple state-change reports
- SSM range configuration API.
- more tests
