Fixes #15596

* Enable SHARED_ENDPOINT when PROGRAMMABLE_BUTTON is enabled

The Programmable Button driver expects the shared EP to be enabled.
So enforce this invariant.

This prevents gcc from incorrectly trying to validate array bounds.
