The breathe parser was having trouble with using `{}` inside of a
declspec for the return value. Replace this with parenthesis, which
cannot be confused with the openning of the function.
Made a new vtkm::Tuple class to replace tao tuple.
This version of Tuple should hopefully compile faster. Having our own
implementation should also make it easier to port to new devices.
