b0715e14af ArrayHandle::StorageType should be public
StorageType is public in vtkm::cont::ArrayHandle, but some subclasses  
re-declare it as private. Having it public provides a convenient way to  
get the storage type of an ArrayHandle, otherwise it is quite verbose.

10e8a4a7f9 Remove locking control ArrayPortals
Previously, when a ReadPortal or a WritePortal was returned from an
ArrayHandle, it had wrapped in it a Token that was attached to the
ArrayHandle. This Token would prevent other reads and writes from the
ArrayHandle.

This added safety in the form of making sure that the ArrayPortal was
always valid. Unfortunately, it also made deadlocks very easy. They
happened when an ArrayPortal did not leave scope immediately after use
(which is not all that uncommon).

Now, the ArrayPortal no longer locks up the ArrayHandle. Instead, when
an access happens on the ArrayPortal, it checks to make sure that
nothing has happened to the data being accessed. If it has, a fatal
error is reported to the log.

d6f66d17a3 Testing run methods now take argc/argv to init logging/runtime device
`vtkm::cont::testing` now initializes with logging enabled and support
for device being passed on the command line, `vtkm::testing` only
enables logging.

5dd346007b Respect VTK-m convention of parameters all or nothing on a line
clang-format BinPack settings have been disabled to make sure that the
VTK-m style guideline is obeyed.

cc497e6a1b Remove cont/Assert.h and exec/Assert.h
These asserts are consolidated into the unified Assert.h. Also made some
minor edits to add asserts where appropriate and a little bit of
reconfiguring as found.

44fc339a2e ArrayHandleCounting now supports step
Modify ArrayHandleCounting so that it supports both a starting value and
a step (increment). This adds a multiplication, but the common case that
does not use it is already in a separate class (ArrayHandleIndex).

eb870fb045 Fix ICC warning about unused member method
Specifically a conversion operator was not being used in the StringInt
class of UnitTestArrayHandleCounting. Because it was in an anonymous
namespace that could not be used outside of the file, ICC warned about
it. Rather than remove the method, which could cause confusion later,
gave the namespace a name so the compiler assumes that the class could
potentially be used somewhere else.

66aa10aab7 Fix issues with warnings about data loss from type conversion
Fix compile warnings that come up with the flags

  -Wconversion -Wno-sign-conversion

This catches several instances (mostly in the testing framework) where
types are implicitly converted. I expect these changes to fix some of
the warnings we are seeing in MSVC.

I was going to add these flags to the list of extra warning flags, but
unfortunately the Thrust library has several warnings of these types,
and I don't know a good way to turn on the warnings for our code but
turn them off for Thrust.

7f94eafc9c Remove vtkm::Scalar and vtkm::Vector# types
Providing these types tends to "lock in" the precision of the algorithms
used in VTK-m. Since we are using templating anyway, our templates
should be generic enough to handle difference precision in the data.
Usually the appropriate type can be determined by the data provided. In
the case where there is no hint on the precision of data to use (for
example, in the code that provides coordinates for uniform data), there
is a vtkm::FloatDefault.

b917cf49f4 Replace CountByTwo with String Int in ArrayHandleCounting test.
I wanted to test ArrayHandleCounting with some non-standard data type.
I was using a class that looked like a number that counts by two, but
the operator behavior was not a proper group and that was causing issues.
Replaced that with a class that inefficiently represents an unsigned
integer as a string with that many characters. The inefficiency does not
matter because it is just a test.
