Jonathan Hefner 702551d86f Enroll new apps in decrypted diffs of credentials Users, especially those who are creating an app for the first time, might not be aware of the `rails credentials:diff --enroll` command. This commit enrolls new apps in decrypted diffs by default so that users benefit automatically. = Railties -- Gluing the Engine to the Rails

Railties is responsible for gluing all frameworks together. Overall, it:

* handles the bootstrapping process for a Rails application;

* manages the +rails+ command line interface;

* and provides the Rails generators core.
