Jay Hayes 1cd35be3eb Fix test of drop failure
* Previously the sqlite3 adapter could not "fail" on drop. Now an error
  is raised when no file exists.
* Also updates purge to be resilient of drop failures. This is how purge
  is expected to behave.

= Railties -- Gluing the Engine to the Rails

Railties is responsible for gluing all frameworks together. Overall, it:

* handles the bootstrapping process for a Rails application;

* manages the +rails+ command line interface;

* and provides the Rails generators core.
