Santiago Pastorino f194ff9d02 Add "What to update in your apps" section to the release notes guide
We should keep this up to date and the current version is probably wrong
and/or incomplete. HELP!!!

= Railties -- Gluing the Engine to the Rails

Railties is responsible for gluing all frameworks together. Overall, it:

* handles the bootstrapping process for a Rails application;

* manages the +rails+ command line interface;

* and provides the Rails generators core.
