Yves Senn a8f250a22c tests, railties tests should use bin/ executables when possible.
We recommend using the `bin/` executables in our docs and guides.
Let's make sure that our tests execute the same code path.

= Railties -- Gluing the Engine to the Rails

Railties is responsible for gluing all frameworks together. Overall, it:

* handles the bootstrapping process for a Rails application;

* manages the +rails+ command line interface;

* and provides the Rails generators core.
