Vulkan: Fix clamp to edge samplers
When using GPU_SAMPLER_EXTEND_MODE_EXTEND the incorrect sampler was created, making the OCIO shader fail. This PR selects the correct wrapping mode (CLAMP_TO_EDGE). Pull Request: https://projects.blender.org/blender/blender/pulls/123234
