Kent Mein 8a7110a19a removed -Wbad-function-cast -Wmissing-declarations -Wnested-externs
from LEVEL_2_CPP_WARNINGS since they aren't valid for c++
(Note they are still in the LEVEL_2_C_WARNINGS)
