Campbell Barton eab6d5bf72 made mistake of saving last startup.blend on my second monitor, looks like this stores absolute position and messes up using '-p' argument. ...

also add file menu to '3D View Full', since we had quite a few complaints there was no obvious way to get back out of the screen.
