Siva Sivakumar 9bce054faf fix(tailwind): additional tailwind completion settings for phoenix projects (#3961 )

## Description

Tailwind completions stopped working in Phoenix projects that have
`HTML`, `HEEX` or `Elixir files with ~H sigils`.
