1. Make the test more robust
2. EMACSLOADPATH may be initially undefined.
3. did `targetOffset` twice when meant `hostOffset` too

treewide: Don't use envHook anymore
...
This commits needs a MAJOR audit as I oftentimes just guessed which of
`$hostOffset`, `$targetOffset`, or a fixed offset should be used.
