libaom: 3.0.0 -> 3.1.0 
We had to use fetchgit so far as the tarballs are generated on demand
and have embedded timestamps which makes their hashes unstable [0][1].
This is a problem for fetchurl but fetchzip extracts the tarballs into
the Nix store and therefore the contents will get normalized and the
hashes remain stable.

e99678639d libaom: only disable cpu detectio on arm64 and do it as recommended 
Having `OFF` instead of `0` makes x86_64 build unhappy.

aaf5c54afd
libaom: disable runtime cpu detection on darwin (#112685) 
CPU detection is only enabled for PPC and ARM. It's also not implemented
on Darwin, so no reason to keep it enabled there. This helps #105026.

9bb3fccb5b treewide: pkgs.pkgconfig -> pkgs.pkg-config, move pkgconfig to alias.nix 
continuation of #109595

pkgconfig was aliased in 2018, however, it remained in
all-packages.nix due to its wide usage. This cleans
up the remaining references to pkgs.pkgsconfig and
moves the entry to aliases.nix.

python3Packages.pkgconfig remained unchanged because
it's the canonical name of the upstream package
on pypi.

d349cfee88 libaom: go back to building libraries however upstream decides 
Presently this means static, instead of the shared we started
building after a recent change (my blame).

Darwin build breaks with this,
and it was introduced on a whim so instead of making this
platform-specific, go back to how things were previously.
