UI: Blender and Help menu tweaks and organization.

Blender menu:
- Move Preferences to the top as it is used often.
- Introduce two new sub-menus
  - About - links from Help menu, plus link to license section in blender.org
  - Support Blender - dev fund, store, they used to be in Help menu.

Help menu:
- Add links to Tutorials and Support section in blender.org
- Add link to Developer Documentation (wiki)
- Always show Python API Reference link
