If PR Title has something like "fix 1234" ...
replace 1234 with 1234-title "fix (abc title)"

It is maybe better to revisit https://github.com/go-gitea/gitea/issues/6711 and make a decision that would require better/consistent titles for PR/commits. Currently some of the merged titles aren't very clear in the context of a changelog.

For example "Fix 1234" probably shouldn't be an acceptable merged title in the first place
