Windows: Add "--debug-cycles" argument to "blender_debug_gpu.bat" batch file
This extends the "blender_debug_gpu.bat" batch file to also be useful for triaging Cycles problems. OptiX initialization errors or problem while iterating CUDA devices are only logged when the `--debug-cycles` flag is specified, so adding that here.
