Andreas Dangel c1907339b3 pmd-eclipse: fix #1132 plugin does not execute custom xpath rules

Actually changing the behaviour of the global rule preferences,
so that all built-in rules of PMD are active by default and
all "unknown" (aka. custom) rules are active by default, too.
The filtering is therefore adjusted to filter out any inactive
rules rather then retaining the active ones.

PMD

About

PMD is a source code analyzer. It finds common programming flaws like unused variables, empty catch blocks, unnecessary object creation, and so forth. It supports Java, JavaScript, XML, XSL. Additionally it includes CPD, the copy-paste-detector. CPD finds duplicated code in Java, C, C++, C#, PHP, Ruby, Fortran, JavaScript.
