NXP dpaa2 platform initial support

- On ARMv8 aarch64 CPU
 - TARGET is aarch64-linux-gnu
 - Cross compilation enabled with "gcc-linaro-4.9" toolchain

	make PLATFORM=dpaa2 TAG=dpaa2 ...
