tests: Update python packages

Browse Source 
- pip == 22.0.3
- pip-tools == 6.5.0
- setuptools == 60.7.1 (now pinned in test/Makefile)
- upgrade packages in requirements-3.txt
- install iperf3 for 'make test TEST=vcl'
