a2a48305df Set java artifact versions to 16.09 for master 
The nature of Java artifact versioning is different
that rpm/apt versioning in that artifacts are
traditionally numbered:

${NEXT_RELEASE_NUMBER)-SNAPSHOT

This patch sets ${NEXT_RELEASE_NUMBER) correctly for master.
