Andreas Dangel 802decbbcf [core] Fix RuleReference / RuleSetWriter handling of properties 
RuleReference#getOverriddenPropertyDescriptors should behave
consistent to #getOverriddenPropertiesByPropertyDescriptor.
RuleSetWriter needs to make sure to
export only the values for properties
of rule references.

Fixes #5222
