Ray Molenkamp 6a95f05d65 deps_builder: Optionally build boost::python

This this adds the option of building boost::python
in the libs builder, in preparation for future
dependencies that require it (ie pyopenvdb)

disabled by default, can be enabled with the
`WITH_BOOST_PYTHON` cmake option.
