vppinfra: refactor mpcap.h
vppinfra source files MUST NOT #include <vlib/vlib.h>, <vnet/vnet.h>
or similar. Move mpcap_add_packet(...), mpcap_add_buffer(...) to a new
file: src/vnet/mpcap.h.
Type: refactor
